Lawyers of Volkov and Partners have represented the Turkish and Bulgarian manufacturers of float glass at hearings within the antidumping investigation concerning imports of float glass to Ukraine.
The project has been headed by Associate Andrii Zablotskyi.
As a reminder, in spring 2011 Ukraine initiated an antidumping investigation into imports of sheet float glass (thermally polished glass) originating in Russia, Belarus, Poland, Turkey and Bulgaria. The investigation was initiated on the basis of the complaint filed by float-glass manufacturer, Lisichanskiy Glass Plant “Proletariy” (Luhansk region), which stated that for the period of II Q2009 - I H2010 prices for exported products originating in Russia, Belarus, Poland, Turkey and Bulgaria were below selling prices of the products in the domestic markets of these countries.

Lawyers of Volkov and Partners have rendered advice to the Russia's largest manufacturer of test systems for medical diagnostics. The matter concerned the issues of challenging public procurement procedures of the Ministry of Health of Ukraine.

The Round Table “The Ukrainian Grain Market: Challenges and Prospects” arranged by the Ukrainian Union of Entrepreneurs and Businessmen (UUEB) and the Ukrainian Agrarian Confederation was held in Kyiv on October 4, 2011.
UUEB’s President, Anatoliy Kinakh, Head of the Entrepreneurs’ Union at the Cabinet of Ministers of Ukraine, Leonid Kozachenko, Head of the Verkhovna Rada’s Committee for Agrarian Policy and Land, Hryhoriy Kaletnyk, President of the Ukrainian Grain Association, Volodymyr Klymenko, CEO of the Ukrainian Agrarian Confederation, Serhiy Stoyanov, public officials, heads of sectoral associations, directors of enterprises, scientists and experts were among the participants of the Round Table.
Volkov&Partners Law Firm advising the Ukrainian Grain Association as well as a number of agricultural producers and exporters was represented there by Head of International Trade Law Department, Andrii Zablotskyi.
The event’s agenda included the most burning issues linked with the agrarian sector and the bill “On Export Duty Rates on Certain Types of Agricultural Products” registered in the Parliament by national deputies, Hryhoriy Kaletnyk, Valeriy Bevzenko and Serhiy Tereschuk.
In followup of the discussion it was resolved to immediately address the President of Ukraine, the Verkhovna Rada’s Chairman, and the Premier Minister seeking to shortly draft a bill to abolish export duties on grain and the moratorium on imposition of new duties on crops and sunflower oil exports.
Furthermore, the UUEB and sectoral association insist on VAT refunding during grain exportation in line with the regime effectively existing for the other industries.

Volkov & Partners Law Firm successfully represented one of the leading air service agencies of Ukraine at the High Administrative Court of Ukraine in the case against a tax authority concerning the reversal of the decision on over UAH 8 mln. penalties imposed.

The Korean-Ukrainian Business Forum arranged by the Chamber of Commerce and Industry of the Republic of Korea in Ukraine and the Ukrainian Union of Entrepreneurs and Businessmen was held in Kyiv, on September 30, 2011.
The participants of the meeting discussed the Ukraine’s economic reform programs in the context of cooperation with the IMF, creation of a free trade zone between Ukraine and the European Union and between the Republic of Korea and the EU. The issue of Korea’s reforms as a strategy of overcoming the crisis was also put on the Forum’s agenda.
Prime Minister of the Republic of Korea, Kim Hwan Sik, Ukrainian officials and Korean and Ukrainian businessmen were among the Forum’s participants.

Volkov & Partners Law Firm has successfully represented one
of the leading publishers of Ukraine in the Kyiv Circuit Administrative
Court. The court adjudged the unlawfulness of the tax decision-notice
worth over UAH 3.5 mln. and overturned it.

Volkov and Partners successfully represented East Asiatic Company at the Antimonopoly Committee of Ukraine as regards obtaining the permits to acquire Interdean group companies.
For over 50 years Interdean has been one of the world leaders in Relocation Services.
East Asiatic Company gains the lead in the Relocation Services market of South-East Asia and Australia.

Volkov and Partners Law Firm successfully terminated the proceeding in an action of a non-resident company, one of the world leading producers of consumer electronics and household appliances, in the commercial dispute concerning debt collection under the surety agreement in the amount of circa USD 1.8 mln.
The Supreme Commercial Court of Ukraine upheld the local court’s decision on full satisfaction of plaintiff’s claims, which was wrongly rejected by the appellate court.
Attorney-at-law Olga Galaka and Partner Ihor Martsyn with Volkov and Partners were involved in the case.

Associate with Volkov and Partners Law Firm, Andrii Zablotskyi, took part in the Second International Agro-Investment Forum “World Food Security: Challenges and Investment Opportunities for the Agricultural Sector”, which was held on June 2, 2011 within the framework of the International Exhibition “AGRO – 2011”.
The Forum stood out by a number and status of foreign guests: Ministers of Agriculture of Romania, the Kingdom of Saudi Arabia, Latvia and Lithuania, Sudan, the Republic of Estonia, representatives of the Russian Federation, Belarus, Bulgaria, Hungary, director of the Investment Centre of the UN Food and Agriculture Organization (FAO), EBRD Director for Ukraine, World Bank Director for Ukraine, Belarus and Moldova, the president of the American Chamber of Commerce in Ukraine, EBA director, and board members of foreign companies and banks attended the Forum.
The focal point was the presentation of challenges for the agricultural sector in Ukraine as we approach the land reform.
Mr. Zablotskyi assumes that the Forum has again focused on the need to pursue a predictive policy in the agricultural sector.
